It is the responsibility of everyone who operates a motor vehicle on the campus to become familiar with the following information. These regulations have been established in order to expedite the safe and orderly conduct of University business and to provide parking facilities in support of this function.
A VALID UMBC PERMIT must be displayed on a vehicle parked in any non-metered space. Regular permit spaces are enforced Monday through Thursday from 7:00 AM til 7:00 PM and 7:00 AM til 3:30 PM on Friday. Restricted permit spaces are enforced at all times unless an exception is posted on the sign. Failure to display the permit or register the vehicle may result in the issuance of a violation. Permits are enforced year round.
Do not register a vehicle or purchase a permit for another’s use on campus; to do so constitutes fraudulent registration. Do not extend your permit privileges to any other University affiliate. Penalties for misuse of University privileges are severe and may result in immediate tow, disciplinary action in the case of students, and revocation of parking privileges.
A student or employee may not transfer their permit to another student or employee. If you lend your vehicle to another person, the vehicle must comply with the vehicle owner’s parking status.
Violations issued for illegal display/receipt/altered permit will be charged to both the registered vehicle and the permit holder. A repeat illegal display/receipt/altered permit violation will result in the vehicle being towed at the owner’s expense.
One permit will be issued for each faculty, staff or student. Permits are interchangeable between vehicles, not between students or faculty/staff. Owners of motorcycles, soft-top vehicles and jeeps may obtain decals in addition to their permit at Parking Services. ONLY ONE VEHICLE PER PERMIT HOLDER MAY BE PARKED ON CAMPUS AT ANY TIME.
The permit holder is responsible for all parking violations cited against the permit. A parking violation issued against a vehicle without a permit may be charged to the registered owner of the vehicle.
Permits must be properly displayed from the rear view mirror. Motorcycles must have a decal affixed to the front shocks. Jeeps and convertible decals must be affixed to the driver’s side lower inside of the front windshields.
Permits are the property of Parking Services and may be confiscated if illegally procured, displayed and/or altered. Lost or stolen permits must be reported to Parking Services immediately.
Motor Vehicle Regulations
Parking must be within the boundaries of a designated space. Parking is not permitted along unmarked curbs in parking lots.
Parking is not allowed at any time at intersections, crosswalks, disabled access areas, sidewalks, grass, bus zones, fire hydrants and designated restricted areas. Service areas and loading docks require a service permit.
Vehicles may not enter areas that have been closed by cones or barricades.
Posted signage overrides written regulations. Parking Services reserves the right to close areas due to inclement weather, repairs, construction or special events.
A violation may be issued for each date that a vehicle remains parked in violation of rules and regulations.
Repair of any vehicle, other than University owned, is prohibited on campus, except in the case of an emergency.
The responsibility of finding a legal parking space rests with the operator. Lack of convenient space is not considered a legitimate reason for violating parking regulations. The fact that a vehicle is parked in violation of any regulation and does not receive a violation notice does not mean that the regulation is no longer in effect.
Any vehicle in violation of UMBC regulations, State Transportation Articles or abandoned is subject to being ticketed and/or towed at the expense of the owner of the vehicle.
Snow Emergency Procedure
The campus may implement a snow emergency policy before, during or after snowstorms. The announcement will be distributed via the campus hotline at 410-455-6789 or ext 5-6789, UMBC’s homepage (www.umbc.edu) under ‘Campus Life’ section and myUMBC. The campus inclement weather policy is posted at http://www.umbc.edu/facultystaff/snowpolicy.html. In the event of a declared snow emergency, parking will be prohibited on campus roadways including Hilltop Circle, Back Rd., Center Rd., Poplar Ave., and Walker Ave. Parking will also be prohibited on the top level of parking garages and decks when hazardous conditions exist. Vehicles should be relocated to Stadium Lot, Lots 3, 23, 24 or the middle levels of Walker Avenue Garage and Commons Garage. Failure to remove a vehicle may result in towing at the owner’s expense.
University Police enforce the State traffic codes utilizing State summons, safety equipment repair orders, and parking citations.
The speed limit on Hilltop Circle is 20 MPH. All other roadways are set at 15 MPH unless otherwise posted.
